The City converted the gravel road with a rural cross section to a new 3-lane concrete road with curb and gutter.  The project runs from east of Veterans Memorial Parkway to the intersection with 8th Street.  The project included grading, drainage, water and paving.  Multiple roadway alignments were evaluated.

LT Leon was responsible for drainage design.  Drainage design included development of base mapping using City provided GIS data and survey of the proposed project area, concept development, preliminary plans, and final plans.  HY-8 and XPSWMM-1D were used to model the existing and proposed stormwater utility systems.

The project required careful coordination with two other engineering consultants who were designing roadway improvement immediately adjacent to the Pine Avenue project.
